Layer evenly in your 6 quart slow cooker in this order: onion slices, pepper slices (all three colors) and ground beef.
Sprinkle your fajita seasoning packets and dried cilantro (if desired) evenly on top of everything.
Drizzle your water all around.
Cover and cook on low for 2-3 hours or high for 1-1.5 hours.
Stir everything together really well.
Serve fajita beef and veggies on a tortilla with your favorite fajita toppings.
Notes
If you want less juice in your tortilla, use a slotted spoon to scoop up your fajita beef and veggies and press down on the top with a non-slotted spoon (so the excess juices will drain out the slots) before putting your fajita beef and veggies into your tortilla.
