Combine your frozen potatoes, browned ground beef, crumbled bacon, onion, beef broth and water in your 2.5 quart to 4 quart crock pot.
Cover and cook on low for 1 hour and 20 minutes or on high for 40 minutes.
Mix together your flour, salt, pepper and milk in a small bowl or coffee cup, pour into your crock pot and stir until well combined.
Cover and cook on high for 30-35 mins, until your soup has thickened to desired consistency.
Sprinkle your cheese on top of your soup and stir until your cheese melted.
