Line your 9x13 baking dish with parchment paper (easy clean-up anyone?!) and spray with cooking spray.
In a large bowl, mix together 1/2 cup melted butter and 2 cup brown sugar until well combined.
Add in 2 large eggs and 2 teaspoons vanilla extract, beating until the mixture is smooth.
Stir in your remaining ingredients in this order: 2 cups all-purpose flour, 1 teaspoon baking powder, 1/4 teaspoon salt, 1 cup white chocolate chips and 3/4 cup caramel baking bits. Continue mixing until you have formed a nice cookie dough like batter.
Spoon the batter evenly into your prepared baking dish.
Bake for 30-35 minutes, until the edges are golden and the center is set.
