Cook Ground Beef, Onion and Garlic in a browning slow cooker or skillet until cooked through and onion is tender.
Drain and place meat in slow cooker.
Add red bell pepper.
In a medium bowl combine Ketchup, Worcestershire Sauce, Brown Sugar, Mustard, Vinegar and Chili Powder and blend well.
Pour over the top of your meat mixture.
Cook on Low for 3-4 hours.

We used our Ninja to cook up this recipe to keep the cooking all to one pot.
The original recipe in Crock Pot's 365 Year-Round Recipes called for the dish to cook on low for 6-8 hours, however we found it to be perfect after 3-4 hours on low and overcooked (and less flavorful) after 6 hours.
This recipe freezes well.
