Layer your onions, potatoes and carrots in the bottom of your 6-quart slow cooker in that order
Add water until your veggies are just covered
Mix your gravy packet and one cup of water and pour into your crock pot
Sprinkle everything with your garlic salt and half your pepper
Place your roast on top of your bed of veggies
Sprinkle with meat tenderizer, remaining pepper and minced garlic
Cover and cook on low for 10 hours, until roast and veggies are all fork tender
