In a large mixing bowl, add 1 lb lean ground beef (browned and drained), 19 oz bag frozen cheese tortellini (kept frozen), 3 cloves garlic (minced), 1 teaspoon salt, 1/2 teaspoon ground black pepper, 2 teaspoons onion powder, 10 oz can diced tomatoes with green chilies (undrained), 1/2 cup milk and 10.5 oz Can Cheddar Cheese Soup and stir until well combined.
Spread mixture evenly in a lightly greased 6 Quart Slow Cooker and sprinkle 1 cup Shredded Cheddar Cheese over top of everything.
Cover and cook on high for 90 minutes to 2 hours, stirring halfway through the cooking time. (It is done when the tortellini is cooked through.)
