Mix together 1 lb ground beef (or ground turkey, browned and drained), 1 cup uncooked macaroni (cooked and drained), 15 oz can mild chili beans (undrained), 10.5 oz can diced tomatoes with green chilies (drained), 1.5 teaspoon chili powder and 1 teaspoon garlic salt in a large bowl.
Put about an inch of water in the insert of a 6-quart crock pot.
Pour the mixture in a 1.5 quart casserole dish or heat safe bowl and place the bowl in the insert. (If the water comes over halfway up the side of the bowl, remove some water.)
Sprinkle 1 cup Shredded Cheddar Cheese evenly across the top of everything.
Cover and cook 1 hour and 30 minutes to 2 hours on low or 45 minutes to 1 hour on high.
